To mitigate the problems of light nuisance and energy wastage caused by external lighting, the Environment Bureau (the ENB) launched the Charter on External Lighting (the Charter) in 2016. Owners of and persons responsible for external lighting installations are invited to switch off lighting installations with decorative, promotional or advertising purposes which affect the outdoor environment during preset times, at 11p.m. or midnight to 7a.m. on the following day.

Participants complying with the switch-off requirement will receive the following awards:

• Platinum Award: switch off external lighting from 11 p.m. to 7 a.m. on the following day


• Gold Award: switch off external lighting from midnight to 7 a.m. on the following day

Nearly 5,000 participants have already signed up to the Charter. These include premises in different sectors such as property development, building management, hotels and catering, retail, laundry, banking, telecommunications and real estate agencies, as well as schools, public utilities and non-governmental organisations.
