On 23 December 2019, the Government announced jointly with the TIC the launch of the Green Lifestyle Local Tour Incentive Scheme, which provides travel agents with cash incentives based on the number of green lifestyle local tour participants they serve. 

Introduction to the Scheme

The Green Lifestyle Local Tour Incentive Scheme is initiated by the Commerce and Economic Development Bureau, the Environment Bureau and the Environmental Protection Department, with the Travel Industry Council of Hong Kong (TIC) to assist in implementation. It aims to encourage the public to enjoy nature, promote nature conservation and biodiversity, and raise public awareness of the HKSAR Government’s efforts in promoting green lifestyle and tourism, waste and carbon reduction, environmental protection and nature conservation, etc.; promote local economic activities; and support the tourism and related industries.

Each travel agent is eligible to a cash incentive of HK$200 for each Hong Kong resident for whom it arranges an eligible green lifestyle local tour within the period from 20 January 2020 to 31 March 2022, with the number of green lifestyle local tour participants generally capped at 1,000*.

Besides, the Government announced on 27 April 2021 the resumption of conditional exemption for licensed travel agents to organise local group tours of not more than 30 persons including working staff accompanying the local group tours, with effect from 29 April 2021. Unless members organise green lifestyle local tours under the conditional exemption, they must continue to comply with the group gathering restrictions under the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G). *Note: Before the relevant enhancement measures took effect on 19 June 2020, each travel agent was eligible to a cash incentive of HK$100 for each Hong Kong resident for whom it arranged an eligible green lifestyle local tour, with the number of green lifestyle local tour participants capped at 500. If a travel agent submitted any application(s) before the effective date of the enhancement measures (for which the cash incentive was HK$100 per tour participant), it can still submit applications on or after the effective date of the enhancement measures (for which the cash incentive is HK$200 per tour participant), subject to a ceiling of cash incentives at HK$200,000 obtainable (same as that for travel agents with applications only submitted on or after the effective date of the enhancement measures).
